
Brad Piper
Brad Piper is a principal and consulting actuary with the Milwaukee office of Milliman. He joined the firm in 2000.
Experience
Brad works in Milliman’s Healthcare Practice and specializes in Medicare Advantage (MA) and Part D (PD). He assists his MA-PD clients with key strategic decisions, including new product launches, benefit design, service area evaluation, revenue optimization, and the impact of new legislation. Brad also assists his MA-PD clients with Medicare bid preparation, RDS attestations, Part D settlements, estimation of reserves and other liabilities, evaluation of contracting and risk sharing arrangements, and other issues related to Medicare. Brad has worked with Medicare Advantage clients since the program’s inception in 2006. He developed Part C and Part D bids for Medicare Advantage plans in all stages of their operation, from startups to established plans with considerable enrollment. He has been the certifying actuary for hundreds of bids since the inception of the Medicare Advantage program.
In addition to bid development, Brad is part of Milliman’s firmwide Medicare Workgroup, which develops tools and research for all Milliman consultants to use as part of their MA-PD consulting engagements. Brad is the chair of this group, which is responsible for nearly $3 million of annual investment on tools and research.
